The Republic of Paraguay and the Republic of India established Diplomatic Relations since September 13, 1961.

The Embassy of Paraguay in India was officially inaugurated in March 2006. In 2009, the Republic of Paraguay appointed its first Extraordinary and Plenipotentiary Ambassador to the Republic of India, who lasted until the end of 2014. Between 2015 – 2017 Paraguay has not filled that position. Currently and since January 2018, this position is occupied by Ambassador Fleming Raúl Duarte Ramos.

The Republic of Paraguay has three Honorary Consulates in the Republic of India: in the city of Kolkata (Calcutta), State of West Bengal; in the city of Mumbai, State of Maharashtra; and in the city of Chennai, Tamil Nadu State. The diplomatic delegation of India in Buenos Aires is accredited to the National Government as a Concurrent Embassy for Paraguay. His current Head of Mission is Ambassador Dinesh Bhatia.

Mr. Javier Zuccolillo is the Honorary Consul General of India in Paraguay. In January 2018, the Government of Paraguay appointed a new ambassador after 4 years of interruption with the purpose of contributing to the strategic insertion of Paraguay in the world through the strengthening of relations with the giant of South Asia and emerging power: India.

During this time of management, it was found that despite the geographical, linguistic and cultural barriers that separate our nations, cooperation between India and Paraguay has vast potential. The Embassy of Paraguay in India is already working towards the strong ties and opportunities in diverse areas like technology transfer, academic cooperation, connectivity, investment trade of products, promoting culture and tourism between India and Paraguay.

In 2019, 58 years have passed since the establishment of diplomatic relations between Paraguay and India. It is a unique opportunity to strengthen our diplomatic, commercial, political and cultural ties. It is expected that in the next decade, India will become the world’s third economic power and possibly become the second economic power within two decades.

From 5 to 7 March 2019, H.E. Venkaiah Naidu, Vice president of the Republic of India travel to Paraguay for Official Visit and signed several documents which will increase the strengthening ties between India and Paraguay. On 3 September 2019, H.E. Fleming Duarte, Ambassador of the Republic of Paraguay signed the Framework Agreement of the International Solar Alliance on behalf of the Republic of Paraguay in New Delhi, India.

On 27 September 2019, H.E. Sofía Montiel de Afara, Minister Executive Secretary of Tourism of Paraguay and H.E. Prahlad Singh Patel, Minister of Tourism of India, signed the Memorandum of Understanding between both institutions on cooperation in the field of tourism in New Delhi, India.

Currently, the challenge is to prepare the Meeting of the Consultation Mechanism in order to follow up all bilateral issues between Paraguay and India, to be held in New Delhi.

The signing of the MoU to enhance tourism

On 30th of September the Memorandum of Understanding for cooperation in the tourism field between the National Secretary of Tourism of Paraguay, represented by Ms Sofia Montiel De Afara (Minister of Tourism) and the Ministry of Tourism of India. The MoU is aimed to enhance cultural exchange, tourism, in particular, ecotourism, benefiting the private sector and both nations.

International Solar Alliance (ISA)

Signing ISA Agreement. 79 Countries have signed and 55 ratified this Strategic Agreement for the Global Development of Solar Panels as a Universal Clean Energy. Exchange of the ISA Framework Agreement with High Officials of the Ministry of External Affairs of the Republic of India.
